  1. Put each apple on a candy apple stick.
  2. Add the sugar and water to a saucepan. Heat until the sugar is dissolved. Stir in butter, cream, cream of tartar, and vinegar. Heat until the mixture reaches 290°. Stir continously.
  3. Dip each apple into the syrup. Place on a greased surface to cool.
